You will complete and submit the online application on the University Graduate School website for the term in which you seek to begin the program. When accessing the application, it is best to utilize the ‘filters’ feature. The filter allows you to easily locate the program you are interested in applying for. At a minimum, you should utilize the campus filter to ensure you are applying to the O’Neill School located on the Bloomington campus. Specific application names of our programs can be located in the program-specific dropdown box.
The O’Neill School requires transcripts from all undergraduate and graduate institutions attended (except Indiana University), regardless of if a degree was conferred.
Domestic Applicants: Upload transcripts in the ‘Academic History’ of the application. Be sure to include a transcript for all institutions attended. If admitted, an official copy of your transcript will be required to start course work at O’Neill.
International Applicants: Submit official academic records in the original language from every postsecondary school you have attended, whether or not you obtained a degree. If the original is not in English, also include a certified, literal translation. Records must be issued by the registrar or record-keeping official from the institution at which the work was completed. Notarized copies of academic records are not acceptable. If you studied in the United States or Canada, have official transcripts sent directly to International Admissions from the issuing institution’s records office. International transcripts must be sent to the Office of International Services (OIS) at:

When possible, recommendation letters should come from academic references. We will also accept recommendations from individuals who have had a direct supervisory or instructional relationship with you. Recommendations from friends, colleagues, or family members will not be accepted. In all cases, your references should come from individuals who can objectively evaluate your preparation for graduate school. On the online application, you will be asked to provide contact information for three recommenders. Once the contact information has been entered, an email notice will prompt your designated recommenders to upload their letters.
Upload your personal statement to the online application as a PDF document. Please answer the following prompt: Discuss what leading for the greater good means to you. Describe your passion, and how an O’Neill degree will help you to make your passion actionable. While there is no word limit, this statement is usually two pages or about 500 words.

You will also be asked to respond to two O’Neill-specific writing prompts. Each response should be approximately 250 words and will need to be uploaded as a PDF document to your application.
- Describe a problem facing our society for which you would like to find a solution. Explain this problem’s significance to you and the steps you hope to take to identify a solution.
- Discuss an accomplishment, event, or realization that sparked a period of personal growth and a new understanding of yourself or others.
- The lessons we take from obstacles we encounter can be fundamental to later success. Recount a time when you faced a challenge, setback, or failure. How did it affect you, and what did you learn from the experience?
- O’Neill students are collaborative, innovative, genuine, and show a desire to give back to the community. Explain how you would approach building partnerships and community, both as a student in the O’Neill School of Public and Environmental Affairs and as a resident of a community.
O’Neill baseline TOEFL scores for admission consideration are 100, with a strong recommendation of at least 25 in each section. Scores should be sent electronically through ETS to Indiana University, institution code 1324. A department code is not necessary.
O’Neill baseline IELTS overall scores for admission consideration are 7.0. We only accepts IELTS results delivered to our electronic download account by the IELTS test center. No paper test report forms will be accepted. An institution code for IELTS is NOT required. Please contact the test center directly where you took the IELTS test and request that your test scores be sent to the following e-download account using the IELTS system. All IELTS test centers worldwide are able to send scores electronically to our institution. You must provide the following information to the test center where you took the test when requesting your scores:
