BLOOMINGTON, Ind. - The Paul H. O’Neill School of Public and Environmental Affairs welcomes eight new faculty members for the 2023-24 academic year, strengthening the school's commitment to excellence in education, research, and community engagement.
Six of the newcomers will be based on Indiana University’s Bloomington campus while the other two will be part of the IU Indianapolis campus.
“We are excited to welcome this talented cohort of faculty members who bring a diverse range of expertise and experiences to our community,” said Siân Mooney, dean of the O'Neill School. “Their collective contributions will undoubtedly enrich our student’s educational experiences and advance our school’s mission to address pressing public and environmental challenges.”
The new additions include:
- Clinical Assistant Professor Mitchell Berg has more than 16 years of state, local, and tribal government experience, having worked on several affordable and workforce housing projects in Minnesota and Wisconsin.
- Clinical Assistant Professor Scott Burgins guided more than 170 community economic and development projects across Indiana, working in most of the state’s 92 counties. Burgins was the 2020 O’Neill Adjunct Teacher of the Year.
- Lecturer Julie Carmichael is the president of Carmichael & Company, an Indianapolis-based consulting firm. She is recognized as the visionary leader who founded Suburban Health Organization and served as its president and CEO for 19 years before leaving to become the system vice president and chief strategy officer for St. Vincent/Ascension Indiana. Her teaching will focus on the healthcare industry.
- Assistant Professor Vernise Estorcien is a scholar of public policy and administration, police youth engagement, and racial equity. Her current projects analyze the individual and organizational characteristics of police youth organizations. She will be based on our Indianapolis campus.
- Lecturer Annie Yu-Hsin Hsu specializes in investigating the factors contributing to urban decline and the manner in which local governments react to shifts in the economic landscape through public policy measures. Her research delves into topics such as the business cycle, economic shocks, natural disasters, and the interactive strategies pursued by local governments.
- Assistant Professor Zhiying Li is a broadly trained physical geographer with a specialization in hydroclimatology. Her work centers on fundamental and applied questions about how climate variability and human intervention are altering the water cycle, including hydroclimatic extremes and water availability.
- Associate Professor Termirlan Moldogaziev focuses on public finance and economics, public management, and local governance. He has conducted research and consulted in North America, Central and Eastern Europe, Caucasus and Central Asia, Southeast Asia, and Australia.
- Assistant Professor Courtney Page-Tan, focuses on emergency management, environmental policy and sustainability, public policy, and public management and governance. She is dedicated to cultivating partnerships with practitioners, industry leaders, policymakers, community leaders, and academic institutions to build resilient ecosystems. She will be based on our Indianapolis campus.
