David G. Henry is a career government management consultant and educator with expertise in homeland security and emergency management. He has been an instructor at the Indiana University O’Neill School of Public and Environmental Affairs since January 2015, where he developed the Homeland Security Studies minor.
Henry has held roles in both government and industry* in homeland security, public safety, and public health. From 2013 to 2023, he was a senior mission advocate (CTR) for the U.S. Department of Homeland Security Office of the Chief Information Officer, where he supported the Homeland Security Information Network, and was deployed to National Special Security Events, major sports championships, and incidents around the country. He has also served DHS as a lead analyst (CTR) to the Office for State and Local Law Enforcement in the Office of the Secretary.
He has also worked as a senior program analyst at NACCHO, a senior policy analyst at the National Governors Association, and a public health emergency coordinator at the Monroe County Health Department. Henry holds a Bachelor of Arts in Political Science from Baldwin-Wallace College and a Master of Public Affairs from Indiana University Bloomington. He has additional trainings through the FEMA Emergency Management Institute, including their state director’s course.
