BLOOMINGTON, Ind. – Temirlan Moldogaziev, an associate professor at the Paul H. O’Neill School of Public and Environmental Affairs, has been awarded the Jesse Burkhead Award from the journal Public Budgeting & Finance, which recognizes the best article published in the journal for the year.
Moldogaziev co-authored “Capital Appreciation and the Cost of Borrowing” with O’Neill School alum and current University of Illinois Springfield Interim Vice Chancellor of Finance and Administration Kenneth Kriz. The article showed that Capital Appreciation Bonds, a financial tool primarily used for managing resource flows, especially in jurisdictions experiencing rapid growth, can be linked to both service and fiscal pressures. Moldogaziev and Kriz suggested that although the threat from CABs in terms of borrowing costs may have been exaggerated, enacting limits on debt repayment ratios (ratio of payment size at maturity to premium size) was likely the right legislative intervention.
“It’s an honor to be recognized by my peers at ABFM for work published in our association's flagship journal,” Moldogaziev said. “It was double the fun to work with another O’Neill graduate in Dr. Kriz.”
Moldogaziev and Kriz will be honored during the Association for Budgeting and Financial Management annual conference Sept. 26-28 in Cleveland.
The Burkhead Award is awarded annually and is named after Jesse Burkhead, who was the editor of Public Budgeting & Finance during its early years. Moldogaziev previously was recognized with the Burkhead award in 2018 and earned ABFM’s Best Book award in 2023.
