All IUBCAC applicants receive an application fee waiver, and qualified members are awarded a 25% tuition fellowship award toward eligible O'Neill master's programs. For eligible programs, members will also be offered an annual work study award through the O'Neill Leadership Program.

Fellowship eligibility requirements
IUBCAC + O’Neill Fellowship recipients must have completed an undergraduate degree and meet O’Neill School admissions requirements:
- Strong academic performance
- Demonstrated commitment to service
- A record of involvement and leadership on campus or in your community
- Three letters of recommendation
- Personal statement
- Transcripts from all institutions attended
- Resume
- International test scores, if applicable (TOEFL or IELTS)
IUBCAC members can apply for an O’Neill master’s program during their second year of service to begin the program once their service is complete, or they can apply during their first year of service to begin the online MPA during their second year of service.

O'Neill Leadership Program work study award
IUBCAC members who pursue the Master of Public Affairs, MS in Environmental Science, or MA in Arts Administration will be guaranteed an O'Neill Leadership Program Fellowship, which is an annual work study award of $6,500.
Through the O'Neill Leadership Program, you'll gain real-world work experience while contributing to the public management, economic development, environmental policy, arts management, and human services needs of the Bloomington community and surrounding areas. This experience is enhanced by professional development seminars, mentorship, and networking opportunities.
