Haeil Jung joined IU's faculty in 2009, following a five-year fellowship at University of Chicago's Harris School of Public Policy. Jung is an expert on incarceration and prison programs, applied econometrics and program evaluation, and child and family policy.

Jung's research focuses on disadvantaged populations and related public policy interventions. Among social issues, he has studied incarceration, obesity, early childhood education, higher education, and public pension. He has also expanded his research on program evaluation methods, examining the performance of quasi-experimental estimators and the weakness of choice-based sampling in instrumental variable methods.

Jung's work has been published, or is under review, in social science and policy analysis journals including Journal of Policy Analysis and Management, Evaluation Review, and the Journal of Behavioral Medicine. Book chapters coauthored by Jung have been published by the Upjohn Institute for Employment Research, the World Bank, and the Institute of Southeast Asian Studies. He has worked as a referee for various policy journals and has presented research papers in professional conferences hosted by the Association for Public Policy Analysis & Management and the Population Association of America.
